Mailbox providers score senders by what happened to their earlier mail, and that score is what people call sender reputation. Bounces, spam complaints, hits on spam traps, and recipients who open, reply or move messages out of spam all feed the score.
Reputation is tracked for both the sending IP and the domain. Moving to a new IP will not wash away a damaged domain.
